According to House Bill 827 the state of NC does not have left lane law that would allow those to be pulled over and fined if they are going under the speed limit in the left lane.
In Indiana they do have that law and Sgt. Stephen Wheeles pulled over a driver that had 20 cars behind her in the left lane. She would not get in the right lane and was driving under the speed limit.
The general consensus on social media seems to be that he is a HERO. His tweet about what happened has gotten over 28,000 retweets, and a lot of comments from people asking him to come patrol in their states.
